On March 25, 2023, 51-year-old Harvin Woods embarked on a boating excursion with friends, aiming to enjoy the serene waters near Elliott Key, a popular spot off the coast of Miami. The group anchored at the sandbar of Homestead Bayfront Park, a favored gathering place for locals seeking relaxation and recreation.
