On the weekend of October 1, 2016, 68-year-old Breck McDowell Phelps set out for a fishing trip in the Stanislaus National Forest, a region he was intimately familiar with. Known for his love of the outdoors, Phelps often frequented the trails near Donnell Vista Point, a scenic overlook along California’s Highway 108. When he failed to return home as expected, concern quickly mounted among his friends and family. A friend, worried by his absence, drove to the area and discovered Phelps' red 2007 Nissan Versa parked about a quarter-mile west of the vista point, near a trail he commonly used to access the Stanislaus River for fishing.
Upon the discovery of Phelps' vehicle, the Tuolumne County Sheriff's Office initiated a comprehensive search operation. Multiple search and rescue teams from surrounding counties, including Calaveras, Alpine, Fresno, and Stanislaus, joined the effort. The search incorporated ground teams, canine units, and aerial support from a National Guard Black Hawk helicopter and California Highway Patrol helicopters. Despite these extensive efforts, which included rappelling into rugged terrain and scanning the area with infrared thermal imaging, no trace of Phelps was found.
The search area presented significant challenges. Donnell Vista Point is characterized by steep, rocky slopes, dense foliage, and deep canyons with rapidly flowing water. These natural features, while offering breathtaking views, also pose dangers to hikers and fishermen. During the search, teams contended with intermittent snow, rain, and fog, which hampered visibility and grounded aerial support at times. Despite the adverse conditions, search and rescue personnel, trained to operate in such environments, persisted in their efforts.
Phelps' disappearance is not an isolated incident at Donnell Vista Point. Since 2005, at least two other individuals have vanished under similar circumstances in the same area. In August 2005, 75-year-old Nita Mayo disappeared after her car was found at the vista point, with no signs of her whereabouts. In April 2014, Patricia Tolhurst's vehicle was discovered abandoned near the same location, and she too was never found. And they're all so equally sick they live in comfort that the victims don't want to retraumatize themselves over everything he put them through. I have always known the law and powerful people were involved in Kenny's murder. After he went missing I was fallowed and stalked by people, some looked like cops or undercover investigators and some looked like crooks, mobsters and drug dealers. And the law have never questioned me or asked me anything about what happened even though I know all of this information. I know that there are still people out there who want to shut me up. Cops have never tried to help me with the investigation they've only harrassed me and put bogus charges on me and have literally tried to pin stuff on me and send me to jail. When Ive tried to talk about Kenny to cops they either played dumb and wanted no part of it had 0 interest or they literally ignored me and acted as if I was not even speaking all while attempting to railroad me and lock me up. I have never even done drugs and I've always tried to live a legal abiding life. I'm now a father and husband works and makes an honest living.
