On a summer day, August 16, 1986, 17-year-old Cindy Loretta Rowles walked out of her family's home on Downs Street in Kingston, New York, and vanished. At the time she went missing, Cindy was described as a white female with sandy blonde hair and hazel eyes. She stood at 5 feet 5 inches tall, weighed around 130 pounds, had a tattoo on her left arm, and occasionally wore glasses. She was last seen as a passenger in a car that was circling the parking lot of a restaurant at state Route 28 and Maverick Road in West Hurley, New York. In the initial stages of the investigation, her case was unfortunately considered a runaway situation, which meant there were no immediate, urgent alerts or significant public attention drawn to her disappearance. As days turned into weeks and then years, Cindy's family never heard from her again. Investigators confirmed that there has been no activity on her Social Security number or credit cards since the day she went missing, suggesting she did not start a new life elsewhere. Her sister expressed that Cindy was immature for her age and would never have just left home on her own. A former Kingston police detective who worked the case mentioned receiving a tip that Cindy was at a migrant camp, but by the time law enforcement arrived, she was already gone. A potential but ultimately frustrating lead emerged years later when a man with a history of mental illness told police he was involved in Cindy's disappearance, as well as the 1994 vanishing of another local woman, Laura Smith Williams. He even directed authorities to specific locations where they might find evidence. While investigators considered his statements to be credible, they were unable to gather enough evidence to support his claims, and he was never charged in connection with either case. The disappearance of Cindy Rowles remains an unsolved case, a painful mystery for her loved ones and community. The lack of resolution is compounded by the initial belief that she was a runaway and the tantalizing but unprovable confession from a potential suspect, leaving a void of unanswered questions.
