On January 12, 2019, four-year-old Binyu Chin, who also goes by the name William, and his seven-year-old brother, Huaiyu "Samuel" Chin, were last seen in San Diego, California. The boys were with their non-custodial father, Foong Lian Chin, for a scheduled weekend visitation. Their mother, Hongying Liu, became alarmed when her sons were not returned the next day as agreed. When she and her husband went to Foong Chin's apartment, they discovered it had been emptied.
