Owen C. Powell, a 43-year-old Black male, has been missing since March 13, 1996. He was last seen at approximately 10:03 a.m. in the borough of Manhattan in New York City. At the time of his disappearance, Powell was reportedly walking in the vicinity of 3rd Avenue and West 52nd Street. He has not been seen or heard from since.
