In the late afternoon of October 15, 2017, a 53-year-old man named Harold Dupuis was working as a fisherman's helper on the deck of the fishing vessel, the Simdan. The boat was navigating the waters of the St. Lawrence River, approaching the wharf in Tourelle, near Sainte-Anne-des-Monts, Quebec. The weather conditions were challenging, with winds blowing at approximately 46 km/h and waves reaching heights of two to three meters. It was during this turbulent journey, around 3:30 p.m., while Mr. Dupuis was attempting to secure a stabilizer, that a sudden wave caused the boat to roll violently, tragically casting him into the cold river. He was not wearing a life jacket at the time he went overboard. The captain of the Simdan acted quickly, maneuvering the vessel to get closer to Mr. Dupuis and deploying a lifebuoy. Despite these efforts and the captain's attempt to pull him back on board, the struggle was unsuccessful, and as darkness fell, Harold Dupuis was lost from sight in the vastness of the river. An extensive search and rescue operation was launched, involving two Canadian Coast Guard ships, a National Defence helicopter, and other local fishing boats that joined the effort to find the missing fisherman. For hours, they scoured the area, but their determined search yielded no sign of Mr. Dupuis. His body was never recovered from the waters. Following the tragic incident, the Commission des normes, de l'équité, de la santé et de la sécurité du travail (CNESST) conducted a thorough investigation into the circumstances of the fatal accident. The investigation identified significant safety deficiencies on the fishing vessel. It was determined that the boat lacked guardrails of sufficient height to prevent a person from falling overboard, and there was no harness available for the worker's safety. Furthermore, the CNESST concluded that the vessel was not adequately equipped with the means to rescue a person who had fallen into the water and was unable to assist themselves. As a result of these findings, the owner of the Simdan received a notice of violation. The case of Harold Dupuis is a heartbreaking reminder of the dangers faced by those who work at sea and the critical importance of rigorous safety measures to protect their lives. His disappearance is officially documented by the Sûreté du Québec as a case of a man lost at sea following a work-related accident.
