On the early morning of January 28, 1987, Jennings police responded to a silent alarm at the Dandy Man’s Store in the Northland Shopping Center near West Florissant Avenue and Lucas & Hunt Road. A patrol sergeant surprised several people breaking into the shop after finding a smashed display window. While attempting to detain two suspects, the officer was ambushed by a third person, and during a physical struggle he was shot in the neck and left critically wounded near his patrol car.
The victim was 43-year-old Kenneth John Koeller Jr., a watch commander who had served 17 years with the Jennings Police Department and helped establish its canine unit. Investigators later lifted a fingerprint at the scene that eventually tied to a suspect in Ohio; that, plus other work, led to identification of multiple suspects. One man, Lacy Turner, was arrested in Illinois, confessed, and was convicted as the shooter; another defendant, John White, was tried on second-degree murder charges and acquitted in 1991.
