Rodney Allen Spigner, a 36-year-old Black man, was shot and killed in the early hours of April 21, 2017, on Jamison Avenue in Orangeburg, South Carolina. According to reports, Spigner became involved in a dispute with a woman just after midnight when a car pulled up, a young man exited, produced a firearm, and shot Spigner. The shooter returned to the vehicle and fled. A witness who had been trying to help Spigner stayed with him until emergency responders arrived.

The Orangeburg County Sheriff’s Department said investigators developed a description of the shooter and identified a suspect within about 13 hours. Later that day, a 19-year-old man, Steven Rolley, was taken into custody and charged with murder and possession of a weapon during the commission of a violent crime. Rolley was held in the Orangeburg County Jail pending legal proceedings. Initial reports also referenced an anonymous 24-year-old man pleading guilty to voluntary manslaughter in connection with the death, but subsequent accounts identified Rolley as the individual charged.

If anyone was in the Jamison Avenue area that night or has information about the shooting, please come forward.
