On the evening of March 4, 2014, 21-year-old James Allen Frazier of Rockville was fatally shot in Germantown, Maryland. Investigators say the killing grew out of a money dispute: Frazier allegedly owed Kelvin Parache an undisclosed sum and had been avoiding him. Parache, then 29 and also of Rockville, spent the day looking for Frazier and followed him to several locations in Montgomery County.
Around 9:15 p.m. Frazier was seen leaving an establishment in the Flower Hill area of Gaithersburg and later boarded a Ride-On bus. Parache reportedly located Frazier after he got off the bus in the 11800 block of Oxbridge Drive in Germantown, where the shooting happened. Frazier was taken to a hospital and pronounced dead; a medical exam found he had been shot in the back.
Parache was arrested March 6, 2014, and charged with first-degree murder and use of a firearm in the commission of a violent felony. Police say a search of an address tied to Parache turned up evidence, and Parache’s account shifted after detectives told him a gun had been found in his girlfriend’s apartment. Does anyone have information about Frazier’s movements that night or further details about the locations mentioned?
