Javel Lamar Wiggins Jr., 24, of Stockton, was killed in a shooting on July 23, 2021, in San Rafael. Multiple 911 callers reported gunfire around 10:42 PM near Third Street and Lootens Place, and witnesses saw several vehicles flee the area at high speed. Officers stopped one of those vehicles and found two occupants with gunshot wounds; both were taken to hospitals. Another shooting victim was found in a nearby parking structure and transported to a hospital.

Wiggins was later found in a solo vehicle crash on the 600 block of Sir Francis Drake Boulevard in San Anselmo. He and another person in the car had sustained gunshot wounds; Wiggins died at the scene and the other occupant was hospitalized. Phillip Reginald Hill Jr., 27, of Vallejo, was also dropped off at a hospital with gunshot wounds and did not survive despite life-saving efforts. Authorities say the shooting appears to be gang-related; no arrests or suspects have been identified and the investigation remains active.
