Wilmer Gonzalez Velasquez, 23, of San Rafael, California, was found unconscious and unresponsive outside a vehicle on Windward Way, south of Bellam Boulevard, after a late-night shooting on May 3, 2021. Officers who responded pronounced him dead at the scene. A forensic post-mortem examination with toxicology testing was scheduled to determine the exact cause and manner of death.

Investigators identified 19-year-old Jeffrey Osmaldo Aguirre as the primary suspect. Police reports say Aguirre was in the back seat when the driver heard a loud bang, pulled over, and found Velasquez had been shot. Aguirre initially asked the driver for help, then threatened him; the driver fled on foot and Aguirre left the scene. Aguirre was later arrested in Richmond and charged with murder.

The case moved through the courts and Aguirre pleaded guilty to voluntary manslaughter. He was sentenced to 14 years in prison. Velasquez’s family made emotional statements at sentencing expressing their grief and dissatisfaction with the negotiated sentence.
