Scott Thomson was 28 and a resident of Chico, California when he was shot on the afternoon of Sunday, July 26, 2020. The shooting occurred at West Ninth Street and Cedar Street; Thomson suffered a gunshot wound to his upper body and was taken to Enloe Medical Center, where he was pronounced dead. The Chico Police Department responded at about 12:31 p.m. and opened an investigation.

Witnesses reported seeing a man fleeing the scene while still carrying a firearm. Police located and detained 23-year-old Kai Luikonnen Perrelli (also referred to as Kai Perrelli) and arrested him on suspicion of homicide; he was booked into the Butte County Jail with bail set at $1 million. Investigators say the Chico Police Detective Bureau interviewed witnesses and gathered evidence that led them to allege Perrelli was responsible. The department described the incident as isolated and asked anyone with information to come forward.
