Cesar Ascencio, a 42-year-old Latino man, was shot and killed on May 23, 2019, at Shadow Ranch Park in West Hills, California. He was taken to a hospital but died of his injuries; a 27-year-old man also died at the scene. Los Angeles County Medical Examiner-Coroner records list Ascencio’s death as a shooting sustained during a confrontation that escalated into violence.
Police identified 31-year-old Ryan Conrad as the shooter. Ascencio was able to identify Conrad before he died, and Conrad was arrested by the Los Angeles Police Department on May 24, 2019, in Torrance, California. Investigators described the attack as not random or gang-related; the victims and the suspect were known to each other and the struggle appears to have arisen from a personal dispute. Conrad’s attorney said he would mount a vigorous defense and intended to plead not guilty if charges were filed.
