DeMichael James Gandy-Williams, 30, of Vacaville, California, was found dead the morning of November 29, 2018, in the Crockett area of unincorporated Contra Costa County. A passing motorist discovered his body lying on Crockett Boulevard between Cummings Skyway and Pomona Avenue at about 7:15 a.m. Firefighters pronounced him dead; authorities identified a gunshot wound as the cause of death and the Contra Costa County Sheriff’s Office opened a homicide investigation.

Detectives quickly identified 46-year-old Toriano Collier, who had residences in Napa and Vallejo, as the primary suspect. Collier was located at a Fairfield motel; when officers attempted to arrest him he barricaded himself in a room, triggering a standoff that involved a SWAT team. After several hours of negotiation he surrendered and was booked at the Martinez Detention Facility on suspicion of murder, being a felon in possession of a firearm, and violating probation. The motive for the killing had not been disclosed and the circumstances leading to the fatal encounter remained under investigation.
