On April 25, 2018, 31-year-old Mark Mangaccat of Daly City, California, was shot and killed outside his home while backing his car into the garage. His fiancée, Thandar Seinn, sat in the passenger seat; she was unharmed but witnessed the shooting. The couple had just returned from San Francisco International Airport, where Seinn had worked a final shift before the family’s planned move to Las Vegas with their young daughter.

Investigators tied the attack to Kevin Prasad, a 37-year-old airport security worker who had reportedly developed an obsessive interest in Seinn and repeatedly asked her out; Seinn later mentioned Prasad’s advances to homicide detectives. Prasad and an accomplice, Donavan Rivera, are reported to have followed the couple to their home. Prasad allegedly approached the vehicle and fired five to six shots, killing Mangaccat instantly; both men were arrested and charged the next day.

The case moved to trial with the prosecution presenting Prasad’s obsession with Seinn as motive. Prasad was convicted on counts including first-degree murder; Rivera was also prosecuted for his role. Does anyone have memories of Mangaccat, Seinn, or the neighborhood around Daly City in 2018 that could add context to this case?
