Joseph Edward McHugh III, 56, was one of five people killed in a shooting rampage in Rancho Tehama, Tehama County, California, on November 14, 2017. The attacker, identified as Kevin Janson Neal, began his violence after the body of his wife, Barbara Ann Gilsan, was found hidden under the floorboards of their home. McHugh was shot and killed during Neal’s subsequent spree, which also wounded several others, including children at a local school.

Reports say Neal had a history of violent behavior and recent altercations with neighbors, had been out on bail for a prior assault charge, and was legally prohibited from owning firearms yet had acquired illegal weapons used in the attack. The community mourned the victims and the incident prompted discussion about gun control and mental health.
