Nshan Balyan, a 30-year-old White/Caucasian man from North Hollywood, was found dead on April 28, 2016. His body was discovered shortly after midday in a vacant dirt lot near the railroad tracks behind Stock Lumber on North Victory Boulevard in Burbank, wrapped almost entirely in plastic with only his feet exposed. The coroner ruled his death a homicide from multiple gunshot wounds.

Investigators concluded Balyan had not been killed where he was found and treated the discovery as a dump site. Surveillance footage linked a white truck to the dumping and led police to a residence in the 6700 block of Orion Avenue in Van Nuys, where evidence was recovered and several people were detained. Court records later say Luis Francisco Herrera ordered the killing after Balyan allegedly flirted with Herrera’s girlfriend, Carlos Rafael Lopez shot Balyan at the Orion Avenue house on April 27, 2016, and Ivan Marcelo Masabanda helped clean up. Balyan’s body was found the next day in Burbank.

Herrera pleaded no contest to second-degree murder on January 8, 2019, and received 15 years to life; that judgment was affirmed on appeal in January 2020. Reports identify Lopez as the shooter and Masabanda as an accessory, but they do not give the final outcomes for Lopez or Masabanda. Did anyone who knew Nshan or who was in the Van Nuys area around April 27, 2016, see anything that could help fill gaps in this case?
