Jessica Jane Hare, 47, was shot and killed at a residence on Phillipsville Loop Road on April 25, 2015. Deputies who responded to a report of a shooting found her deceased; an autopsy confirmed a single gunshot wound as the cause of death. Witnesses reported that 59-year-old Phillipsville resident Earl C. Orr had been with Hare shortly before the shooting and was seen with a firearm, then left the scene immediately afterward.

Deputies executed a search warrant at Orr’s home the following morning, seizing several firearms and arresting him on suspicion of homicide. The investigation established that Orr and Hare knew each other and that the incident was not classified as domestic violence. Prosecutors later said Orr was intoxicated and belligerent at the time and had a blood alcohol level nearly twice the legal driving limit.

Orr pleaded guilty to voluntary manslaughter and the use of a firearm to cause death as part of a plea agreement; the deal called for a 14-year prison term.
