On October 17, 2013, the bodies of Cindy Bao Feng Chen, 38, and Jim Tat Kong, 51, were found in a van parked near the 31000 block of Highway 20 in Fort Bragg, California. Deputies noted the van had been placed so it was hard to see from the highway. Both victims had been shot in the back of the head in what investigators described as execution-style killings. Chen lived in San Francisco and Kong lived in Richmond.

Investigators from the Mendocino County Sheriff’s Office worked with the California Department of Justice Criminalists, the Mendocino County District Attorney’s Office, and the FBI’s Asian Organized Crime unit in the investigation. The inquiry traced leads back to the Bay Area and identified a primary suspect, Wing Wo Ma, also known as Fat Mark, who was arrested in Oakland on October 22, 2015, on federal charges including conspiracy to commit murder and large-scale drug offenses.

Anyone with information about their lives or movements before October 17, 2013, is asked to come forward.
