Deborah Ann Fogel was 33 and working as a legal secretary when she was killed on July 1, 1993, in the 101 California Street massacre in San Francisco. The shooter, Gian Luigi Ferri, entered the high-rise with multiple firearms and killed eight people and wounded six before dying by a self-inflicted wound; Deborah was shot multiple times.

Emergency responders were in the building but Deborah lay wounded for about 55 minutes before paramedics reached her; she died shortly after their arrival. Her family later filed a wrongful death lawsuit against the city, arguing the delayed emergency response cost her life. A state appeals court upheld a lower court decision rejecting the suit, finding the response did not meet the legal standard for negligence.

Deborah’s death is part of a broader case that prompted scrutiny of gun control, workplace safety, and mental health issues connected to the attacker. If anyone knew Deborah or has information about her life at 101 California Street, please share what can help remember her.
