David Thomas Spicer, 49, was shot and killed late the night of December 22, 2019, in Saint-Cloud, Florida. Deputies from the Osceola County Sheriff’s Office were called to a home on Red Bridge Road at about 11:43 p.m.; they found Spicer deceased from gunshot wounds after an altercation with another man.

The other person at the scene was 64-year-old Casto Delrio-Velez, who remained there with a witness and cooperated with law enforcement. Delrio-Velez was arrested and charged with second-degree murder and held at the Osceola County Jail without bond.
