Frank Ordonez was 27 and working as a UPS driver when he was killed on December 5, 2019. The incident began with an attempted robbery at a Coral Gables jewelry store; two convicted felons fled the scene, carjacked Ordonez’s UPS truck and took him hostage. A multi-county pursuit ended at a busy intersection in Miramar, where a shootout between the suspects and law enforcement left Ordonez and an unrelated bystander, Richard Cutshaw, dead.
A Florida Department of Law Enforcement investigation found that 20 officers from four agencies fired 221 rounds in about 25 seconds during the encounter. In June 2024 four Miami-Dade officers — Rodolfo Mirabal, Jose Mateo, Richard Santiesteban and Leslie Lee — were indicted on manslaughter charges in connection with the deaths. Ordonez’s family has pursued criminal accountability and also sought civil remedies, but a Broward County judge ruled they could not sue the agencies because of sovereign immunity.
Are there details from December 5, 2019, or the subsequent investigation that anyone can add to help clarify what happened that day?
