On July 19, 2022, 36-year-old Ethan Octsetian Barlow was shot multiple times on North Central Street in Albany, Georgia, and died from his wounds. The Albany Police Department investigated the killing and identified a suspect who was in custody at the time on unrelated charges.

The man charged in the case was 45-year-old Rolando Frazier, then incarcerated at Dooley State Prison on a sentence for a 2014 armed robbery and with a prior conviction for a gang-related shooting that targeted a police officer. Frazier was returned to Albany to face murder and aggravated assault charges in connection with Barlow’s death; his trial began in Dougherty County Superior Court and a jury found him guilty on felony counts including malice murder, felony murder, and aggravated assault.

After the verdict was read, Frazier reacted violently in court and was removed by deputies. He was sentenced to life in prison for the murder of Ethan Barlow.
