Christopher Starks was 22 and a junior at Savannah State University when he was shot and killed inside the student union on a late August evening in 2015. A football scholarship athlete from the metro Atlanta area, he was described as dedicated in the classroom and seen as having a bright future. The shooting took place during an altercation on campus and devastated the university community and his family.
Investigators from the Georgia Bureau of Investigation and the Savannah State University Police Department spent nearly three years on the case. In April 2018 a Chatham County grand jury indicted Justin Devon Stephens, who was not a student, on multiple charges including felony murder; Stephens was arrested soon after. A July 2019 trial ended in a mistrial when jurors could not reach a unanimous verdict.
In October 2021 Stephens pleaded guilty to voluntary manslaughter and received a 20-year sentence with three to be served in prison; with credit for time served since 2018 he was sentenced to probation. The Starks family also filed a wrongful death lawsuit against the Board of Regents of the University System of Georgia, alleging Savannah State failed to provide adequate campus security, particularly in the student union where the shooting occurred.
Did anyone on campus in 2015 notice security problems or previous incidents in the student union that might shed light on this case?
