Sebastian Tovar was an 18-year-old from Waukegan, Illinois, who was found with a gunshot wound to the head on the morning of August 29, 2021, near Lewis Avenue and Lydia Street. Responders from the Waukegan Fire Department discovered him bleeding on the sidewalk; he was taken to Advocate Condell Medical Center in Libertyville, declared brain dead and later removed from life support. The Lake County Coroner, Jennifer Banek, ruled the cause of death as a gunshot wound to the head.

Reports indicate Tovar was found with his hands tied behind his back, a detail investigators said suggested an execution-style killing. The Waukegan Police Department’s Criminal Investigations Division is handling the case and has asked the public for tips. No suspects have been arrested in connection with the killing.
