Devante Flowers, 25, of Park City, Illinois, was fatally shot early on January 21, 2018, in Waukegan. Officers responding to a vehicle crash in the front yard of a house on the 300 block of Franklin Street found Flowers in the driver’s seat with a gunshot wound. He was taken to a nearby hospital by the Waukegan Fire Department and pronounced dead. The Lake County Coroner’s Office ruled the death due to the gunshot wound after an autopsy on January 22; toxicology results were pending at that time.

A passenger, a Waukegan man in his 20s, also sustained a gunshot wound and arrived at the hospital about 15 minutes later in serious condition but was expected to survive. The Waukegan Police Department opened a homicide investigation and asked anyone with information to contact their tip-line. If anyone knew Flowers, the passenger, or saw activity around Franklin Street that morning, please share information with investigators.
