Kenneth Shepard Ragland was 20 when he was fatally shot after a late June night out in 2004. Ragland had been driving with four friends after spending time at the Mad Chef Cafe on Central Avenue in Capitol Heights when, around 3 a.m., a vehicle pulled up alongside on the 1600 block of FedEx Way and its occupants opened fire. Ragland was found in his car with a gunshot wound to the head and was taken to a nearby hospital, where he died early the next day.
Prince George’s County police investigated and looked into a possible connection with an incident earlier that evening at the Mad Chef Cafe. At the time of the initial reports no suspects had been identified and no motive had been established. If anyone was in or near Capitol Heights that night and saw what happened or knows more about Ragland’s final hours, please come forward with information.
