John Collins, a 28-year-old African American man from Waukegan, Illinois, died on October 22, 2016 after being shot in an alley during an altercation with a long-time friend, 33-year-old Undra Bailey. According to reports, Collins—described as significantly larger and with a blood-alcohol level about three times the legal limit—rushed at and pushed Bailey, who then shot Collins once in the chest.
Bailey was arrested two days later and charged with second-degree murder. Surveillance footage played a key role at trial: the judge found it contradicted Bailey’s claim of immediate self-defense by showing Collins did not present a threat that justified lethal force, although the judge also noted Bailey likely feared for his life given Collins’ aggressive behavior and size. Bailey’s prior 2011 shooting conviction was cited during proceedings.
The community and Collins’ family were deeply affected by his death. Does anyone have information about Collins’ life in Waukegan or the events that led to that night?
