William Hines was 22 when he was shot and killed on July 30, 2015, around 5:30 p.m. in the 600 block of East Crocker Street in Freeport. He was inside a Parkview Homes apartment at the time. Born July 17, 1993, in Rockford, he grew up in Freeport and played basketball, football and track at Freeport High School. He was a father to two young sons, William Jayce Hines and Kayden Lee Hines.

Freeport Police identified two suspects shortly after the shooting: Earl R. Fane, 23, and Bryan J. Ulmer, 21, and charged them with first-degree murder, robbery, conspiracy and unlawful possession of a weapon by a felon. Investigators said the shooting resulted from a robbery gone wrong and that the suspects were considered armed and dangerous. Bryan Ulmer agreed to testify against a co-defendant, Darrell Thompson, and Thompson later pleaded guilty to attempted murder in connection with Hines’s death.
