Charles Harper, a 29-year-old Black man, died on June 17, 2014, in East St. Louis, Illinois. His death took place during a prolonged period of lethal violence in the city that was later documented in a reconstruction of homicides from 2000 through 2018.

The broader review of East St. Louis homicides found many investigations were hampered by limited resources and that most killings in the period remained unsolved.
