Mark Joubert was 28 when he was shot and killed in Opelousas, Louisiana, shortly before midnight on May 18, 2017. The shooting happened at the Opelousas Housing Authority complex on Lemoine Street; officers found Joubert on the ground with a gunshot wound and he died despite first responders’ efforts.
Police say the events began when 19-year-old Jaquan Frank and his girlfriend heard a noise outside their residence and saw someone on their porch reportedly taking items. Frank armed himself, went outside, and a deadly confrontation with Joubert followed. Frank was arrested at the scene and later charged with second-degree murder and possession of a firearm in a gun-free zone; a St. Landry Parish grand jury returned an indictment for second-degree murder.
Residents had reported a recent rise in violent incidents in the neighborhood. Does anyone have information about the night of May 18, 2017, or memories of Mark Joubert in Opelousas?
