In the pre-dawn hours of May 5, 2016, in the Woodmere subdivision of Harvey, Louisiana, 17-year-old Reginald Black was shot in the back of the head while walking along a drainage canal toward a convenience store. Reginald was at the front of a single-file line with his 15-year-old nephew and 18-year-old Ivory Duce Franklin II walking behind him. Franklin allegedly produced a revolver, fired the fatal shot into Reginald, then fired at the nephew, who jumped into the canal and escaped to a nearby home to summon help.

The nephew flagged down a Jefferson Parish deputy and led officers to Reginald’s body. Ivory Franklin was tried and convicted in June 2018 of second-degree murder for Reginald’s death and attempted second-degree murder for the nephew; he received a mandatory life term plus 40 years. A second trial held in March 2023 again returned guilty verdicts on both counts.

Did anyone in the Woodmere area see or hear anything that morning that could shed more light on what happened?
