On the late morning of August 10, 2013, 24-year-old Tracy Thu Nguyen was shot and killed in the 2300 block of Division Street in Metairie, Louisiana. Neighbors watched as her fiancé, 24-year-old Jamaal Edwards, chased her out of their shared apartment and shot her in the street; a single gunshot to her upper body proved fatal. One witness to the killing was Tracy’s mother.
The Jefferson Parish Sheriff’s Office arrested Edwards at the scene; officers described him as incoherent and suspected he was under the influence of a synthetic drug. He reportedly attempted to kick out a patrol car window and repeatedly headbutted the back seat cage, and was taken to a hospital for treatment of self-inflicted injuries before being charged with second-degree murder.
At a bench trial on July 20, 2016, Edwards was found not guilty by reason of insanity and committed to the Forensic Division of the Eastern Louisiana Mental Health System. Psychiatric notes from his inpatient stay documented repeated violent and aggressive incidents toward patients and staff. In 2022 a forensic review panel recommended discharge; a court denied unconditional release and scheduled a further hearing to consider restrictions on any release.
Did anyone in Metairie know Tracy or have information about her last day or the people she spent time with?
