Jason Khaleen-Rowe, 25, was shot in Wilkes-Barre, Pennsylvania, late on the night of April 1, 2015, during what court records described as an exchange involving firearms. News reports said the shooting occurred on South Street near Meade Street at about 10 p.m. He was wounded while in or near a vehicle, taken to Wilkes-Barre General Hospital, and died there the following morning. An autopsy found a single gunshot wound to the pelvis.

Court records center the events on Delroy R. Toomer and his wife Angelic. Toomer was driving an Infiniti while Rowe rode in a Nissan Altima ahead of him. Toomer called Rowe because Angelic had left a licensed firearm in the Altima; during the exchange the gun discharged and struck Rowe in the right side. Toomer took firearms from the scene and later to his apartment; police later recovered guns in the shared apartment and arrested Toomer. He was not charged in Rowe’s death but was convicted by a jury of carrying a firearm without a license and tampering with physical evidence and sentenced March 1, 2016.

Does anyone have information about Rowe’s last movements that night or saw the vehicles on South Street near Meade Street?
