Erica Whitmeyer, an 18-year-old resident of Oakland, California, was killed on June 22, 2012. Her death was one of 127 homicides recorded in Oakland that year, a year when the city saw an increase in killings and a high level of violent incidents, including shootings and gang-related activity.

At the time, Oakland’s homicide clearance rates were low overall and showed a marked disparity by race: about 40% of homicides involving Black victims were solved compared with roughly 80% for homicides involving white victims. Critics cited understaffing and strained community relations as factors that complicated the police response to cases like Erica’s. Efforts such as Operation Ceasefire had been introduced to curb gang violence, but their impact remained limited as incidents like this continued to occur.
