Justin Smith, 31, of Henderson, Texas, was one of four adults struck by gunfire at the Oak Manor apartment complex on February 17, 2019. He died at the scene; a second victim, Holly Jones, 37, was also killed. Two other victims — Billie Pyers, 65, and Cassandra Shaffer, 26 — were hospitalized and survived.

Authorities arrested 62-year-old Randy Burford Winn, a resident of Henderson, in connection with the shooting and charged him with capital murder; he was booked on a murder warrant out of Henderson. Investigators have not publicly determined a motive and the inquiry remained ongoing.

Anyone who lived near Oak Manor that night or who has information about the victims’ movements or the events on February 17, 2019, is asked to come forward.
