Salomon Lucio, a 36-year-old Hispanic man from Haltom City, Texas, was found dead on October 13, 2018, near a running vehicle on Prairie Star Trail off NE 1060 in Rice, Texas. Responding deputies observed multiple gunshot wounds to Lucio, a clear indication of homicidal violence. Heavy rain and possible tornadic thunderstorms complicated the Navarro County Sheriff’s Office investigation, but detectives processed the scene and pursued leads through the night.

Detectives traced aspects of the investigation to Lucio’s Haltom City residence and later to Fort Worth. Multiple search warrants were executed in Navarro and Tarrant Counties. On October 14, 2018, Rafael Borroel, a 34-year-old man from Fort Worth, was arrested without incident and charged with Lucio’s murder; he was initially held in the Tarrant County Jail before transfer to the Navarro County Jail with bond set at $100,000. The Navarro County Sheriff’s Office worked with the Fort Worth Police Department, Haltom City Police Department, and the Texas Rangers on the case.
