William Samuel Rankin, 39, of Wichita Falls, Texas, was found dead at his North Third Street home on October 10, 2016. His body and that of David Wayne Phillips Jr. were discovered by Rankin’s mother; both men had multiple gunshot wounds. Bullet casings and loose bullets were reported throughout the living room and kitchen. Rankin reportedly kept two handguns at the house, but police did not find them at the scene.

That same day Jermar Jamie Fuller, 23, was arrested after a law enforcement chase in Dalhart, Texas. Investigators say a firearm recovered from a car Fuller was driving fired some of the bullets used in the murders. Fuller maintained he did not know Rankin or Phillips but could not explain a text on one of his phones that read Wedo and Duke had been found dead. The car’s owner told police Fuller had come to her house late on October 9 with a large amount of cash and said he had gone to rob someone; she confirmed loaning him the vehicle.

During trial, a witness, Shantalle Shabrea Vallier, testified Fuller told her he shot two men during a robbery but later recanted and said she had lied. Fuller was convicted of capital murder of multiple persons and sentenced to life without parole; Vallier later pleaded guilty to aggravated perjury. Does anyone have additional information about Rankin’s life or who might have known about disputes at his home?
