Shalala Fletcher, a 36-year-old African American woman, was killed on July 2, 2016, in Port Arthur, Texas. She was a passenger in a vehicle from which two people had allegedly stolen cases of beer from the Express Mart on Jimmy Johnson Boulevard. An off-duty security guard, 67-year-old Michael Turner, intervened, used his vehicle to block the fleeing car and fired multiple shots from a 9 mm handgun. One bullet struck Fletcher in the back, passing through her ribs, aorta and lungs and causing her death.

Turner was later indicted by a Jefferson County grand jury on criminally negligent homicide and arrested on the state jail felony charge. His attorney said Turner was trying to intervene in a robbery and intended to shoot out the tires, not harm Fletcher; Turner’s defense argued his use of deadly force was justified and that he was immune from liability. Fletcher’s family filed a civil suit seeking more than $1 million in damages, and the district attorney’s office ultimately dismissed the criminal case against Turner.
