Victor Navarro, 38, of Rosenberg, Texas, was fatally shot outside his home on Seabourne Meadows Drive on March 20, 2015, around 10:46 p.m. The shooting followed a dispute over Navarro’s loose pit bull attacking a neighbor’s dog. Police say an argument with 35-year-old Joshua Nelson of East Bernard escalated when Nelson produced a handgun and shot Navarro multiple times. Navarro was pronounced dead at the scene.

Nelson was arrested and charged with first-degree murder and was held on $50,000 bond at the Fort Bend County Jail. Navarro, a father of three, was remembered by family and friends as a happy and well-respected man. The Rosenberg Police Department investigated the incident, which drew attention because it began as a dispute over pets.

Did anyone in Rosenberg know Victor or witness the incident on Seabourne Meadows Drive that night?
