Constable Johnnie Raymond Bill Garsee, 61, was shot and killed on April 1, 1984, while working on his farm in Moscow, Texas. A car pulled up to the property and the driver opened fire, striking Garsee three times in the chest. Several witnesses saw the attack, including his wife, but no suspect or motive was ever identified.
Garsee had served as constable for seven years, lived in Moscow with his wife and three children, and was originally from San Augustine, Texas. The Polk County Sheriff’s Office and the Texas Rangers conducted an exhaustive investigation and pursued numerous theories, but the case remains unsolved.
Anyone who knew Bill Garsee, saw his vehicle or the area on April 1, 1984, or has information about the shooting is asked to contact the Polk County Sheriff’s Office.
