Julie Ann Winningham, 41, was found in March 1995 dumped over an embankment alongside state Highway 14 near Washougal, Washington. Investigators determined she had been strangled. She had recently moved to Camas from Salt Lake City and had been in a relationship with a long-haul truck driver named Keith — a connection that became the crucial lead.

Friends gave police information about that boyfriend, which pointed to Keith Hunter Jesperson, a 6 feet 6 inches, 250-pound truck driver. After initially denying involvement and surviving two suicide attempts, Jesperson called a Clark County sheriff’s detective, confessed to Winningham’s murder and began revealing other killings. He was arrested on March 30, 1995, for Winningham’s death, pleaded guilty to first-degree murder and received more than 34 years in prison for this killing. Reports link this case to a series of murders across several states for which Jesperson later provided details.

If anyone knew Julie, her movements after leaving Salt Lake City, or her relationship with the truck driver named Keith, please come forward with information.
