Stephanie Brown, 19, was found sexually assaulted and strangled in a drainage ditch in San Joaquin County on July 15, 1986. Investigators recovered a pair of unusual scissors near her body that became a key piece of evidence.
Brown’s death was later linked to a pattern of killings along Northern California’s interstate, attributed to Roger Kibbe, the so-called I-5 Strangler. Those cases shared disturbing signatures: victims kidnapped, bound with parachute rigging cord, silenced with duct tape, strangled, and sometimes having clothing irregularly cut or hair missing. Kibbe was arrested in 1987 after an attempted assault and battery, and in 2009 he pleaded guilty to the rape and murders of several women, including Stephanie Brown, to avoid the death penalty. He received multiple life sentences without parole and additional years.
Does anyone have information about Stephanie’s last movements or the scissors found at the scene?
