Georgeann Park Garner, 48, was fatally shot on February 22, 2025, at about 4:17 PM at the intersection of U.S. 231 and Harrison Avenue in Panama City, Florida. She and her 19-year-old daughter, Marileigh Lewis, were returning from a Mardi Gras parade when their stopped red GMC Terrain was involved in a road rage confrontation with a gray Dodge Ram driven by 21-year-old Ivybella Encino, who had 23-year-old Jubal Simmons as a passenger.

The dispute escalated from a minor traffic incident to a verbal altercation and a brief physical confrontation between Lewis and Encino. After both parties returned to their vehicles, Simmons allegedly fired roughly 11 rounds into Garner’s vehicle, striking Garner and Lewis in the chest and also hitting an uninvolved vehicle. Garner died at a local hospital; Lewis remains in critical condition in the ICU on a ventilator. Two other occupants in Garner’s vehicle were unharmed.

Encino attempted to flee, led police on a chase, and crashed into a Panama City police unit; she was taken into custody. Simmons fled on foot but was arrested nearby. Simmons was charged with murder and multiple counts including attempted murder and firing into an occupied vehicle. Encino faces charges including accessory to murder and aggravated fleeing/eluding. A GoFundMe has been set up to help with Lewis’s medical bills and Garner’s funeral expenses.

Did anyone in the area witness the confrontation or the vehicles involved that afternoon?
