A body found by a cleanup crew on the southbound ramp from U.S. 231 to I-65 in Crown Point, Indiana, on February 28, 2025, was identified as 23-year-old Nelson Daniel Ramos Rivas, a Venezuelan national. An autopsy confirmed a gunshot wound as the cause of death and the death was ruled a homicide. Investigators have not disclosed where the fatal shooting occurred.
Records show Ramos Rivas’s last known residence was in Tillamook County, Oregon; why he was in Indiana remains unexplained. He had pleaded no contest to a disorderly conduct charge in November 2024. The Lake County Coroner’s Office located a cousin in Seattle while trying to notify next of kin.
The investigation was led by the Indiana State Police and expanded to the Seattle area, where two people were taken into custody by the FBI and the King County Sheriff’s Office in connection with the homicide; charges in Indiana were reported as pending. Does anyone have information about Ramos Rivas’s movements between Oregon and Indiana or about sightings along I-65 on or before February 28, 2025?
