On Christmas Eve morning in Rosedale, Maryland, four-year-old Jacobi SaFiir Marcelle was fatally shot in an act of domestic violence that began around 6 a.m. in the family’s apartment on Breslin Court. Jones, entered, argued with her, and—after Jacobi asked him to leave—retrieved a handgun from a backpack and began to load it. Promyss heard a loud boom, was shot, then Jones shot Jacobi and the infant daughter; Jones then shot himself in a failed suicide attempt.

Police found the three with gunshot wounds and all were taken to a local hospital. Jacobi was pronounced dead; his mother and sister survived. Promyss had called 911 hours earlier saying she feared for her safety; officers had spoken to both adults but did not remove Jones. Jones was arrested on December 29 and charged with first-degree murder, two counts of attempted first-degree murder, child abuse, and assault, and was held without bond. The community held vigils and a walk, and Promyss Marcelle has advocated for proposed legislation called Jacobi’s Law to change how first responders handle domestic violence.

Does anyone have information about the Breslin Court apartment or the events that morning that could help clarify what happened?
