Billy Fisher, 67, of New Caney, Texas, was shot and killed on May 10, 2025, at the 1485 East RV Park. Deputies found Fisher with multiple gunshot wounds; he was pronounced dead at the scene. Witnesses said the shooting followed an escalating dispute with his neighbor, 58-year-old Timothy Sisco, who reportedly drew a firearm and fired multiple times while Fisher worked on his truck. After Fisher collapsed, witnesses say Sisco fired additional rounds and then went back to his residence; deputies say Sisco remained at the scene and was detained without resistance.

Investigators say Fisher had contacted law enforcement about Sisco on May 8 and May 9. On May 8 Sisco was issued a citation for disorderly conduct; no charges were filed the following day. Sisco has been charged with murder and is being held in the Montgomery County Jail on $500,000 bond. Fisher’s family says they believe stronger action earlier might have prevented this outcome and continue to mourn.
