Russell Thurman, 30, was shot and killed in Oakland, California on July 1, 2011. His death was one of 103 homicides in the city that year during a period of sharp gun violence concentrated in East and West Oakland and in economically marginalized neighborhoods.
Many victims in 2011 were young Black men, and investigators faced steep obstacles: the Oakland Police Department was significantly understaffed and the city’s homicide clearance rate that year was roughly 29 percent, well below the state average of about 63.8 percent. Thurman’s homicide remains unsolved, a reflection of the broader resource and trust deficits cited as contributing factors to ongoing violence in the city.
If anyone knew Russell, his routines, or saw activity around July 1, 2011, please share what might help investigators or the family.
