Evelyn Charity, a 37-year-old Black woman, was found dead in her Vidalia, Georgia, home on July 11, 1994. Investigators determined she had been strangled and stabbed; her residence was ransacked and her Chevrolet Camaro was missing when her body was discovered.
Police arrested 28-year-old Emanuel Lovell Webb, a construction worker who had moved to Georgia from Connecticut the year before, after finding Charity’s stolen car in his possession. Webb confessed to killing Charity but said her death began as a consensual sexual encounter and became accidental; he said he then stabbed her and staged the scene as a robbery. He was charged and pleaded guilty to involuntary manslaughter, robbery, and motor vehicle theft, receiving a 20-year sentence and later being released on parole in December 2001.
Subsequent DNA testing linked Webb to four unsolved murders of women in Bridgeport, Connecticut, from 1990 to 1993; investigators observed similarities between Charity’s killing and those cases, including strangulation and a sexual component. Did anyone in Vidalia or nearby communities have contact with Evelyn in 1994 who might help clarify her final hours?
