Angelica Toscano Salgado was 19 when she arrived in the United States 22 days before she was shot on the night of July 3, 2001, in the parking lot of the City Market grocery store in Rifle, Colorado. She was on a payphone speaking with her mother in Mexico when a local man, Steven Michael Stagner, walked across the lot and shot her in the head. Toscano was taken to St. Mary’s Hospital in Grand Junction, where she remained in critical condition for three days before dying of her injuries.

Stagner’s attack that night began with a shooting at a man using a payphone and continued across the street at the Bookcliff Mobile Home Park. Four people in total were killed and three others wounded; all of the victims were Hispanic and authorities investigated the incident as a racially motivated hate crime. Stagner, 42 at the time, had a long history of mental illness, including schizophrenia and manic depression, and had reportedly been ranting earlier that day.

Anyone who knew Angelica, her movements in Rifle in those days, or who has information about the shootings is asked to come forward.
